Regarding Public Comment

Pursuant to the provisions of LSA-R.S. 42:5(D), the Lincoln Parish Police Jury does hereby adopt the following restrictions, rules, and regulations regarding the period for public comment at its meetings.

Public Comment

There shall be a period of time set aside for public comment at each meeting of the Lincoln Parish Police Jury, which period of time shall take place immediately prior to adjournment.

Subject Matter

Public comment by those persons wishing to address the Lincoln Parish Police Jury shall be limited to those areas over which the Police Jury has jurisdiction or control.  No comment shall be made about a particular employee of the Lincoln Parish Police Jury.  Personnel or employment complaints or matters are best addressed to the supervisor or supervisors of said employee and if satisfactory action is not forthcoming then to the Administrator of the Lincoln Parish Police Jury.

Registration

Anyone wishing to address the Lincoln Parish Police Jury during its public comment period shall register to do so with the Administrator of the Lincoln Parish Police Jury prior to the beginning of such meeting on a form provided for that purpose.  The registration form shall include, at least, the full name, address, and telephone number of the individual wishing to speak and a brief description of the subject matter to be commented upon. 

Time Limits

The time period for the making of public comment to the Lincoln Parish Police Jury shall not exceed fifteen (15) minutes unless that period is specifically extended by the presiding officer of the Police Jury for good cause and thereafter approved by a majority of the members of said public body.  The time period for each individual wishing to make public comment to the Lincoln Parish Police Jury shall not exceed three (3) minutes unless that period is specifically extended for good cause by the presiding officer of the Police Jury.

Input Regarding Agenda Items

The presiding officer of the Lincoln Parish Police Jury has from time-to-time, when appropriate, allowed citizen comments and input regarding matters appearing on and being a part of the meeting agenda.  Therefore, nothing contained herein to the contrary is intended to, nor shall it be construed to, prevent continued citizen comment and input regarding specific agenda items when any such citizen is duly and properly recognized to speak by the presiding officer of the Police Jury.  However, this type of citizen comment and input shall continue to be governed by such reasonable restrictions and limitations that might be placed thereon by the presiding officer of the Police Jury to insure the proper conduct and decorum of the meeting.
